Canada leads the Settling-in Index 2026 with 90 of 100

Canada ranks first of 36 destinations in the Settling-in Index 2026, published by ImmigrationDB, with 90 of 100. New Zealand follows with 86 of 100 and Norway with 81 of 100; Japan and Saudi Arabia share the last place with 29 of 100.
Three findings
- Portugal has the highest integration-policy score of the 36: 94 of 100 in MIPEX (2020).
- Where English is not the first language, the Netherlands scores highest on the EF English Proficiency Index, with 624 points (2025).
- The median destination scores 62 of 100.
How it was computed
The index combines four published measures: integration policy (MIPEX), English proficiency (the EF English Proficiency Index), the share of foreign residents in the population and the cost of the national language courses for newcomers, weighted 35, 25, 20 and 20. A measure a country does not publish is not estimated: the weights are spread over the others, and a destination needs three of the four to be scored.
