Legilux Article 10(1)–(3) sets the monthly statutory components at EUR 3.31 cash allowance, plus EUR 25.80 food aid where ONA does not provide meals, plus EUR 5.13 personal-hygiene aid. The conditional no-meals total of these listed components is EUR 34.24; additional accommodation, clothing, training, specific nutrition, childcare, school-material and medical assistance may be granted in kind, cash or vouchers and is not included in this range.

Legilux Article 1(1), point 2 defines ‘demandeur’ as: ‘le ressortissant de pays tiers ou apatride qui a présenté une demande de protection internationale sur laquelle il n’a pas encore été statué définitivement’. and does not generalise to every foreign resident, refugee or temporary-protection beneficiary.

The CAE amount table gives EUR 315.04 per child from 2026-05-01, plus an age supplement of EUR 23.81 from age 6 and EUR 59.44 from age 12: EUR 315.04 for ages 0–5, EUR 338.85 for ages 6–11 and EUR 374.48 from age 12.

The CAE/Guichet page states that Luxembourg residents, non-residents working in Luxembourg and third-country nationals who legally work in Luxembourg with the required residence or business permits can claim family allowance under the published conditions.

Eligibility and amount details

ADEM states that full unemployment benefit is generally 80% of gross salary during the three months preceding unemployment, or 85% if the claimant has one or more children for whom they are entitled to a tax allowance; maximum caps are 2.5 times the social minimum wage in the first six months, twice the social minimum wage in subsequent months and 1.5 times the social minimum wage if benefits are extended.

The official ADEM page for people arriving from abroad states: ‘As a third-country national, you can register with ADEM if you legally reside in Luxembourg (except for temporary stays); and you have free access to the Luxembourg labor market or can claim access to it, based on a work permit.’ The ADEM resident salaried-worker unemployment page separately requires involuntary unemployment, registration as a jobseeker with ADEM, age 16–64, ability and availability to work, at least 182 days of work at least 16 hours per week in the relevant period and domicile in Luxembourg. together with those benefit conditions; it does not treat every third-country resident as entitled.
