One score per destination for the conditions a newcomer meets: integration policy, getting by in English, an established foreign community and language courses. 36 of 39 destinations have enough published components to be scored; each score opens into its components on the country page.

Editions

An edition is a dated copy of the index that never changes, published each September with a press note.

The ranking

Scores out of 100. Each component shows its score and, where it adds something, the published value behind it; "not published" means the country is scored on the other components, with the weights spread over them. The median score is 62.

How the score is built

Each component is turned into a 0–100 score and weighted. The score is the weighted average over the components the country has.

Where English is the majority first language (Australia, Canada, Ireland, New Zealand, the UK, the US) EF does not test it, and the component scores 100 as a stated ceiling25

The public employment service was considered and left out: nearly every destination has one, and whether migrants can use it is recorded for too few to score.

How to read this

The index describes the conditions a newcomer meets when they arrive, not how good a country is to live in. It says nothing about wages, housing, climate or whether a particular visa route is open to you; those are on each country page. A missing component is marked "not published" and never estimated, so check which components two countries share before comparing their scores.
